The American Dental Association has recognized the need to educate dentists and dental offices on the administrative practices and policies of third party carriers to address instances where the absent dentist is in-network with the plan and a temporary dentist, who is not in-network with the plan has been hired to treat patients expecting to be treated by a network dentist. Plans have various practices and policies when it comes to locum dentists and while some of these policies may be similar, they do have their differences. It is important for dental offices to understand the need for locum tenens dentists and to completely understand how this is handled by various dental plans. It is vital that the ADA disseminate information and educate dental offices on how to understand how locum tenens works and how it can affect a dental practice.

About the presenters
Dr. Cynthia Olenwine
Dr. Cynthia Olenwine received her doctor of dental medicine degree from Temple University School of Dentistry. Following graduation she completed a general practice residency at Muhlenberg Hospital, Bethlehem, Pennsylvania. She is an attending dentist in the general practice residency program at St. Luke’s University Hospital Health network.
She started in dentistry as a dental hygienist, expanded functions dental assistant and an office manager. Dr. Olenwine has a keen knowledge of office management and the business of dentistry. She currently serves as a volunteer on the ADA Council on Dental Benefit Programs and also the Code Maintenance Committee.
Dr. Edgar Radjabli
Dr. Edgar Radjabli is an accomplished dental and financial services professional. He graduated from the University of Virginia with a degree in Premedical Studies and Commerce, and from the University of Maryland Dental School with a Doctor of Dental Surgery. By graduation, he had already taken over 120 hours of continuing education outside of the dental curriculum, focusing on endodontics, implant placement and restoration and CEREC.
After graduation, Dr. Radjabli practiced in rural Romney, West Virginia where he quickly applied his dental school training, completing over 3 times more procedures in his first year than a typical general practice resident. He subsequently purchased an existing dental practice in Bel Air, Maryland and with a business partner it grew over 120% in revenue in 3 years. Focusing on high tech procedures and techniques that improve both the quality and efficiency of dentistry, Dr. Radjabli was able to produce $1.5 million in yearly collections in his practice.
Ms. Martinez has over 25 years’ experience in the dental industry. She started her career as a registered dental hygienist but has spent most of her time working for a large dental insurance carrier and is currently the Provider Relations Manager, Western Region at Delta Dental of California. Her dental insurance background includes provider contracting and recruiting, claims processing, Medicaid fraud investigation and government programs administration. Ms. Martinez has also spent time working in organized dentistry as a Dental Benefits Analyst, assisting dentists in navigating the world of dental insurance and third-party payer issues.
Justin Perez currently serves as Divisional Vice President – Recruitment for Staff Care, an AMN Healthcare company. Justin has diverse experience in healthcare, starting his career in practice management before moving to the staffing industry where he has spent the last 12 years holding leadership roles across sales, account management and recruiting. With over a decade of service within the healthcare sector, Justin brings a deep understanding of workforce optimization that supports a meaningful outcome to both the provider and patient experience.
